Sharing Regulations on Civil Airport Engineering Construction Licenses
(promulgated by China Civil Aviation Administration Order No. 43 on August 26, 1995)
Article 1 These regulations are formulated in order to strengthen the construction management of civil airport projects, improve project quality, and ensure flight safety.
Article 2 This regulation applies to the following construction projects for civil airports (including the civilian part of the military-civilian cooperative airport, the same below) newly built, reconstructed or expanded:
(i) Course facilities (including earthwork, foundations, pavements, pavement grooves, glues, etc.);
(ii) navigation control, communications, navigation, and meteorological engineering of air routes and airports;
(C) navigation aid lighting project.
Article 3 The General Administration of Civil Aviation of China (hereinafter referred to as "CAAC") shall be responsible for the administration of construction licenses for civil airports throughout the country. The Civil Aviation Administration’s capital construction airport management department is responsible for the printing, review, issuance, and supervision of civil airport engineering construction licenses.
Article 4 A unit that undertakes construction of a civil airport project or participates in bidding for construction projects must hold a Civil Airport Engineering Construction Permit (hereinafter referred to as the "Construction Permit") issued by the Civil Aviation Administration of China.
